Make your way to the objective marker and climb the scaffolding to reach a vent and then enter Byng's Safe House and follow the vent to drop into a heavily protected area.
You'll need to jump and crouch to avoid the lasers throughout Byngs safe house, but you can also just eat the damage and heal if you're having problems. Head left from the entrance and stop in a little alcove across from some lasers leading to the central area and then time it to pass through the broken lasers when they're off.
Climb the scaffolding in the central area and follow the walkway to a dead end and then climb up on the pipes to reach the metal beams above. Climb the pipes behind you again, the ones against the wall, and then follow these around to the vent in the wall.
Carefully drop to the floor of Bynge's office and search the file cabinets and desk for materials, also picking up the 'Memoir of Sir Robert Bynge', and then examine Bynge's desk for a scene.
After the scene, continue to the main area to trigger another scene and then don't bother dealing with Byng - instead, run around to the other side of the area and enter the door on the far side.
Collect the First Aid Kit and Gas Mask on the table to heal yourself, if you took damage from Bynge, and then search the room for Halothane, Methyoxyflourane, and Quinuclidinyl Benzilate. With these materials you can create the Morphanele at the Chemistry Set and then return to the main area.
You'll need to head to the control panel for the fountain to obtain three empty Power Cells, which can be filled in the Motilene pipe on one side of the room, while avoiding General Byng. Remember that Power Cells take some time to fill, so place the cell and then sprint around to avoid fighting Byng.

Once all three Power Cells are filled, return them to the control panel and place them and then flip the switch to power the fountain. You can now pour the Morphalene into the water, on the opposite side of the control panel, and then push or lure the General into the gas.
With General Byng on time out in the fountain, return to his office and collect your supplies and then head for the exit to trigger a scene.
